Public Procurement Service Excellent Product System was introduced in 1996 for the quality improvement of the purchased items. It strictly evaluates the products which are made by small and medium business and which have excellent technology and quality, and then, designates as excellent products. For the products designated as excellent products, a contract is made in accordance with the national contract regulations and then, the products are supplied to each organization that needs them.

Public Procurement Service Excellent Product is designated and managed by Article 18 (Designation of Excellent Product) of Enforcement Ordinance of the Act on Procurement Service Business and by Regulations of Management of Excellent Product Designation” (Notification of Public Procurement Service)

The items and the software produced by small and medium businesses and venture companies are the targets for the designation of excellent products.

The examination is carried out in 2 steps. In the first examination, the excellent product designation examination group that consists of professors, patent examiners, patent attorneys, and business figures evaluates the technology and quality of a product. The secondary examination is done on the products which get a higher point than a certain point at the first examination. The secondary examination is done by the contract examination council of Public Procurement Service. For the products which are designated as excellent products through this process, “Certificate of Public Procurement Service Excellent Product” is issued.

The validity of Excellent Product Certification is 3 years from the date of designation. In case a company requests to lengthen it, it can be lengthened for a year in consideration of the quality, technical certification, supply outcome, and contract of the product.

For the products designated as Excellent Product, a private contract can be made in accordance with the national contract regulations. A contract at unit price or total amount is made with a third party and then, the relevant product is supplied. Exhibitions are held, catalogs are published, and the products are advertised through the website of Public Procurement Service. From 1996 to the end of December 2006, 1,745 products were designated and \498 billion was supported for their sales in 2006.
